I've used ProPay for several years and have had absolutely no problems with it. It's a great service.
You can use it as a virtual terminal (enter the credit card number and info from your end) and email receipts to clients if you would like to do so (or if they request this).
I also use PayPal.
With the combination of the two, I've had no problems whatsoever.
Well I have had propay for a year and no problems but memorial day I used it at a craft show and got a bad debit card. I am still in the process of getting my money. She has till monday to make her payment or I file charges.
I just wanted to add that I have used ProPay for my hubby's biz for over year with no problems. I process his payments online via the virtual terminal, but we've done an occasional phone processing too, and it doesn't take long at all--you are just punching in numbers using the phone's keypad.
I also just switched to ProPay myself, after having a merchant account for over 3 years. I could no longer afford it due to PCI Compliance fees (affecting almost every merchant anymore at varying costs), tacked on fees, and the last straw--the doubling of my Authorize.net gateway fee. The gateway allowed me to process payments in real time/automatically, and I will miss that. But not the fee!
The downside of ProPay is that you have to do it all manually, which just takes more time. First you have to process the payment, which takes a few business days. Then once the payment is in your ProPay account, you have to transfer it to your bank account. But the tradeoff of lower fees is worth it for me. And knowing that I can process payments online or by phone is very convenient.

I have used this company for nearly 2 years and I am very pleased with my rates and my customer service. If you no sales the statement fee is $5.00, no minimums.
When it comes to selecting a good provider you need to do your homework, especially now with all the changes that will come into play.
