You can use matchbox cars wrapped in tulle with printed ribbon. And placed on a small plastic champaign glass. Use a Large car on top of two styrofoam discs, one large one smaller, add glitter or a 8" circled mirror, and two matchbox cars wrapped in tulle, one at the end and one at the front end of the car. Large car can be slightly glued to styrofoam. Or randomly place matchbox cars on the bottom styrofoam disc.

I know what you're talking about, I have a nephew who just loves cars, so all his birthdays are filled with them.
One thing you could do is get used toliet paper rolls, and cut a small slit in them then fill them with candy or a toy, then either paint them or wrap with tissue paper or construction paper, and color them to look like cars, trucks, police etc... so that it can be a party favor that you break in half.
For a pinata, I don't know how great it would work, but I read in a book, to get a thin box or cardboard, and just paper mache that, then decorate. I also saw that you can use a paper bag, for the body, it'll just be thinner.
