Katana,
What kind of graphics are you looking to draw. I know a great deal about drawing graphics and there are a few diffrent types of ways of drawing graphics. I know a some really great sites you can try. these are written for paint shop pro. most tutorials on the net are for paint shop pro. you probably buy and older version on ebay for about 30.00 if you are just starting out.
by doing the tutorials step by step you will learn how to use and manipulate the tools to make your very own creations.
Download a free version of Paint shop pro . Corel and Jasc (paint shop pro) have now merged...

For Pixel Art (beginners)

Tole painting (she offers some free tutorials and to use) (the others you must pay to join...which I loved her stuff so much I joined)

I have a lot more but the pixel stuff will start you off with using the tools and stuff...
If you have any questions or help doing these let me know... I have 2 years experience with this program. I have Paint shop pro 8 and 9
I also have corel draw and do not like i. Paint shop pro really is the way to go!
