I'm not sure. But, I believe the difference is the oil is more concentrated than the extract. And, usually the extract has alcohol in it. You might find the oil in a health food store. I use anise oil to make pizzells (Italian cookies) & I got it from the pharmacy in Target when I was in Florida.
With candy, if you use the extract, it just may not be as flavorful as with oil. I've never made candy, but, I'm thinking probably you have to very precise so will have to be careful of the amount you use.
Would like to know how you make out.
