Lots of ideas for skirts here, but the ones I had in mind for frugal decorating are the "crinoline" skirts. You can use inexpensive netting or for a few more pennies get the netting with glitter in it. If you choose to apply glitter yourself, don't forget to put something down to protect your carpet!
