Hey Gingercake...heard from the company...Lake City Craft Co.....I think that it was pretty prompt! Here's the answer to my question:
The instruction means you need to make 7 sky blue open hearts, each open heart is made with a 2" strip of sky blue paper. Then glue them together in a row as shown in the pattern.
